Abstract
Educational leadership plays a crucial role in ensuring the effectiveness and sustainability of modern education systems. School leaders are responsible for managing educational institutions, implementing reforms, improving teaching quality, and creating an environment that promotes student achievement. Therefore, the professional development of educational institution leaders has become an essential priority for many countries. This article analyzes the system of professional development for educational leaders based on foreign experience, focusing on the cases of Germany and Uzbekistan. The study examines the structure of leadership training, qualification requirements, continuing professional development programs, and the role of state policies in improving leadership competencies. The research also explores innovative approaches used in Germany that can contribute to strengthening leadership development in Uzbekistan. Through comparative analysis, the article identifies effective strategies for improving the professional development system for educational institution leaders. The findings indicate that competency-based training, practical leadership experience, mentoring programs, and international cooperation are key factors in improving leadership effectiveness in education. The study concludes with recommendations for modernizing leadership training programs in Uzbekistan by integrating international best practices and innovative pedagogical approaches.
